Ketahanan Masyarakat Berkelanjutan melalui Program Kampung Sehat Indonesia Power: Pendekatan Asset-Based Community Development

Abstrak
Program Kampung Sehat Indonesia Power (KSIP) merupakan inisiatif Tanggung Jawab Sosial dan Lingkungan (TJSL) PT PLN Indonesia Power UBP Tello UP PLTD/G Tello yang menerapkan pendekatan Asset-Based Community Development (ABCD) untuk mengoptimalkan aset lokal sebagai dasar penguatan ketahanan masyarakat secara berkelanjutan. Penelitian ini bertujuan menganalisis implementasi pendekatan ABCD dalam Program KSIP dan menganalisis kontribusi program terhadap peningkatan ketahanan masyarakat. Penelitian menggunakan metode kualitatif dengan desain studi kasus yang dilaksanakan di Kelurahan Tello Baru, Kota Makassar, Sulawesi Selatan. Data diperoleh melalui observasi partisipatif, wawancara semi terstruktur, dan dokumentasi, kemudian dianalisis menggunakan teknik analisis tematik dan analisis interaktif. Temuan penelitian menunjukkan bahwa optimalisasi berbagai aset komunitas, yang meliputi modal sumber daya alam, modal sosial, modal sumber daya manusia dan kelembagaan mampu meningkatkan partisipasi masyarakat, memperkuat kapasitas kelembagaan, mengembangkan ekonomi sirkular, serta meningkatkan kemampuan masyarakat dalam beradaptasi terhadap berbagai tantangan. Pendekatan ABCD terbukti menjadi strategi pemberdayaan yang efektif dalam mendukung implementasi TJSL yang partisipatif, adaptif, dan berorientasi pada pembangunan berkelanjutan.

Sustainable Community Resilience through Kampung Sehat Indonesia Power: Asset-Based Community Development Approach
Abstract
Kampung Sehat Indonesia Power (KSIP) Program is a Corporate Social Responsibility (CSR) initiative by PT PLN Indonesia Power UBP Tello UP PLTD/G Tello that applies the Asset-Based Community Development (ABCD) approach to optimize local assets as a foundation for strengthening community resilience in a sustainable manner. This study aims to analyze the implementation of the ABCD approach in the KSIP Program and to assess the program’s contribution to enhancing community resilience. The study employs a qualitative method using a case study design conducted in Tello Baru Village, Makassar City, South Sulawesi. Data were collected through participatory observation, semi-structured interviews, and documentation, and were subsequently analyzed using thematic analysis and interactive analysis techniques. The findings indicate that the optimization of various community assets including natural resource capital, social capital, human resource capital, and institutional capital can increase community participation, strengthen institutional capacity, foster a circular economy, and enhance the community’s ability to adapt to various challenges. The ABCD approach has proven to be an effective empowerment strategy in supporting the implementation of TJSL that is participatory, adaptive, and oriented toward sustainable development.
