Modal Sosial dalam Pemberdayaan Masyarakat Berbasis Ekonomi Sirkular di Kepulauan Selayar

Abstrak
Permasalahan sampah di Kabupaten Kepulauan Selayar saat ini telah mencapai titik krusial, yang ditandai dengan fenomena kelebihan kapasitas pada TPA Kaburu sebagai pusat pembuangan utama. Kondisi ini merefleksikan bahwa sistem pengelolaan sampah konvensional tidak lagi memadai, sehingga dibutuhkan transisi menuju pendekatan yang lebih baik. Upaya strategis ini diwujudkan melalui kolaborasi multipihak, salah satunya melalui Program CSR Peduli Lingkungan Tanadoang oleh PT PLN IP UP PLTD Selayar. Program tersebut berfokus pada pengolahan limbah organik. Efektivitas dan keberlanjutan program ini sangat ditentukan oleh optimalisasi modal sosial di tengah masyarakat. Intervensi program telah berhasil menggeser paradigma warga dari sekadar membuang sampah menjadi praktik pengelolaan ekonomi sirkuler secara komunal. Elemen modal sosial, yang terdiri kepercayaan, norma sosial, altruisme, dan jaringan sosial merupakan salah satu faktor penentu keberlanjutan program. Sinergi antara aspek ekonomi dan sosial ini menjadi faktor determinan dalam menjamin keberlanjutan pengelolaan sampah berbasis komunitas di Kabupaten Kepulauan Selayar.

Social Capital in Circular Economy-Based Community Empowerment in the Selayar Islands
Abstract
The waste management issue in Kepulauan Selayar Regency has reached a critical juncture, marked by the overcapacity of the Kaburu Landfill as the primary disposal site. This condition highlights the inadequacy of conventional waste management systems, underscoring the urgent need to transition toward a more sustainable approach. This strategic effort is realized through multi-stakeholder collaboration, notably through the "Tanadoang Environmental Care" CSR Program initiated by PT PLN IP UP PLTD Selayar, which focuses on organic waste processing. The effectiveness and long-term sustainability of the program are heavily reliant on optimizing social capital within the community. Program interventions have successfully shifted the residents' paradigm from mere waste disposal toward communal circular economy practices. Elements of social capital—comprising trust, social norms, altruism, and social networks—serve as key determinants of program continuity. Ultimately, the synergy between these social and economic dimensions acts as a decisive factor in ensuring sustainable community-based waste management in Kepulauan Selayar Regency.
